Roseau, June 2015. The Chancery regrets to announce the death on 1 June 2015 of His Excellency Dr Nicholas J O Liverpool, DAH, GCCO, former President of the Commonwealth of Dominica and since 2014 Vice-Delegate for Dominica of the Sacred Military Constantinian Order of St George.
Dr Liverpool served as President of The Commonwealth of Dominica between 2003-2012 and was granted the Dominica Award of Honour by a grateful nation. Before that, His Excellency had a distinguished career as a jurist across the region serving as a Judge of the High Court in Antigua and Barbuda and Montserrat and an Appeal Court judge in Grenada, Belize and The Bahamas; he had also served on a number of tribunals and commissions for legal reform, as well as being Dominican Ambassador to the United States of America.
Dr Liverpool had many links with the United Kingdom: he received his law degree from the University of Hull and received his doctorate from the University of Sheffield.
Prime Minister of Dominica Roosevelt Skerrit in announcing state mourning paid tribute to Dr Nicholas Liverpool, and said “death has robbed us of a most revered ambassador for and of this country. Dominica has lost a cherished son…”.
The Delegate for the Caribbean, Anthony Bailey, said: “It is with profound sadness that I learnt of the passing of President Liverpool. I want to pay tribute to the countless efforts and invaluable support of Dr Nicholas Liverpool, who has championed the Constantinian Order’s regional engagement in the Caribbean and in particular in his beloved Dominica.
“I have had the honour to know this extraordinary statesman who governed for the common good of his people and was a devoted Roman Catholic. His Excellency mentored with dedication over the past years the Constantinian Order’s charitable work in Dominica and the wider region. The substantial charitable projects including the long-awaited restoration of his beloved national Cathedral in Roseau are well underway and I hope will be a lasting testament to his commitment to his faith and his community. Both as a member of the Order and as a friend, Dr Liverpool will remain an example of integrity and inspiration to us all”.
Many delegation members will remember that President Liverpool was invested into the Constantinian Order as a Knight Grand Cross with Gold Star in 2012 in recognition of his contribution to faith, justice and public service. The President was personally decorated by the Grand Master on the occasion of the Faith-In-Sport ceremony which was held in London by the British and Irish Delegation in celebration of the 2012 London Olympic Games.
